A good indication could be the map (sovereignty mode), it shows where what pirates are based. The parts of Empire that are close to that space will have those pirates, and also give out missions against them.

All they need to do is make the defender go after the missiles that are farthest away from you, instead of trying to destroy the one that's about 10m away from your ship. That would make them reasonably usefull again.

Remove implants and replace them by cheap temporary attribute boosters. You can boost the attributes you need for a certain skill for the time it takes to train a high rank skill.
